Information for Gas Consumers

According to clause 49 of the "Rules of the Gas Supply and Utilization in Russian Federation”, approved by the Government Decree No 317 as of 17^th May 2002, organizations, using gas equipment shall be obliged to:

1. Follow the requirements of the legislation of the Russian Federation on gas supply and energy conservation;
2. Keep the gas and ancillary equipment, measuring devices, consumption calculative devices in good state;
3. Do all that is necessary to allow the maintenance of the equipment by the assigned specialized personnel, in accordance with the legislation of the Russian Federation.
4. Do all that is necessary for the gas equipment maintenance and repair in accordance with the legislation and Rules of the Russian Federation.

Gas Sales. Conclusion of contracts on rendering the gas transportation services to industrial and municipal consumers

• Monthly calculations of delivered gas volumes;
• Measuring systems control at site;
• Cooperation with the population with regard to repayment of debts for the gas supply services rendered before October 1st, 2008.

Gas consumers categories

There are three categories of gas consumers:

1. Industrial and municipal enterprises (legal entities) with annual gas consumption rate not exceeding 0,1 thousand tons of standard fuel, connected to the low pressure gas distribution network of SUE “MOSGAZ”.
2. Industrial and municipal enterprises (legal entities) with annual gas consumption rate exceeding 0,1 thousand tons of standard fuel, connected to medium- and high-pressure gas distribution network of SUE “MOSGAZ”.
3. Population:
   • Individual persons;
   • Legal entities (municipal, residential and other business entities);

The first category consumers conclude the gas transportation contracts depending on their location, in the SUE “MOSGAZ” territorial divisions (Contract Administration Departments No 1, 3, 6, 7, 10).

The second category consumers conclude the gas transportation contracts within the SUE “MOSGAZ” Gas Sales Administration “ , residing at: 11 Mruzovsky lane, 5^th floor, phone number: 916-59-53.

The third category consumers (general population) should address the “Gazprom mezhregiongaz Moskva” LLC, in order to conclude the gas supply contract. Customer service phone number: 994-92-60 (62). 

 

List of necessary documents for the gas transportation contract conclusion

#	Document title
1	A letter of the gas transportation contract conclusion addressed to SUE “MOSGAZ” General Manager Mr. Gasan Gasangadzhiev, containing the purposes of gas usage.
2	Constituent instruments: Charter, constituent treaty with all amendments and additions Legal Entity Registration Certificate Tax authority registration certificate (TIN/CIP) State registration certificate of the premises title, containing gas equipment or the rental agreement.
3	Moscow Municipal Statistics Committee Informational letter on registration in the United State Register of Enterprises and Organizations (Standard Industrial Classification of Economic Activities)
4	A document, confirming the eligibility for the contract conclusion. For a director, acting under the Charter the document shall be represented by the Appointment Protocol (Resolution, Order). For other individuals it would be a power of attorney of contracts execution.
5	The list of gas equipment with a reference to the make of the measuring device (a meter)
6	Documents, confirming the ownership of the gas equipment or its rental term.
7	A reference, containing the department identity and funding source information (federal budget, local budget, self-financing)
8	Gas Supply Contract
9	A permit of the Fuel and Energy Department of Moscow city for gas usage. In order to get the permit, you need to contact FED at the following address: 14 B.Bronnaya St., Moscow, phone number: 609-06-23
10	A copy of the Pipeline Balance Identification Differentiation Act (including the connecting circuit). You can receive the act at GVSD Administration at the address: 5, Nizhne-Susalnii Lane Contact number: (499)261-88-83. The acts for the low-pressure pipelines can be received in the SUE “MOSGAS” territorial administrations.
11	The reference from the SUE “MOSGAZ” Dispatch Control, residing at: 11, Mruzovsky Lane, 9th floor, office 901, contact number: 917-74-86
12	Organization General Information Card: full title of an organization, legal and actual addresses, location of the gas equipment, telephone number, fax number, E-mail address, All-Russia Classifier of Economic Activities, General Classifier of Enterprises and Organizations, All-Russian Classifier of Political Subdivisions, Primary State Registration Number and bank details.
13	The supplier’s acceptance certificates and the flowmeter gas distributing organization. Metrological certificates of FSUE “All-Russian Research Institute of Metrological Service” (not required for domestic meters).

ALL DOCUMENTS SHALL BE PROVIDED AS A WELL-DEFINED PHOTOCOPY, CERTIFIED BY THE CONSUMER’S SEAL, WITH THE “TRUE COPY” NOTE, AND WITH AN AUTHORISED PERSON’S SIGNATURE. 

 

Notice:

1. In case the delivery is conducted by “Gazprom mezhregiongaz Moskva” LLC, a consumer will have to conclude a trilateral gas supply treaty:
   • (Supplier— GSO— Consumer).
2. In case the supply is conducted by an independent Supplier, the consumer will have to conclude two treaties:
   • Supplier - Consumer;
   • GSO (SUE “MOSGAZ”) — Consumer.

Service maintenance of liquefied gas equipment

In order to subscribe for this service, a client has to conclude a treaty with the Department #3 on service maintenance of the in-house operating liquefied gas equipment and pipelines. The treaty may be concluded with a legal entity in case the necessary documentation package is provided by the “CLIENT”, which also has gas equipment on the balance sheet or with an individual person, who owns any liquefied gas devices in a private sector of Moscow as well as within 20 km from the Moscow Ring Road (MKAD) in the Moscow region direction.

According to the terms of the treaty, the Liquefied Gas Service provides the following services:

• Enables the gas flow in just assembled or repaired in-house gas pipelines and gas devices;
• Conducts preventive maintenance and overhaul repair of the gas pipelines and devices;  
• Conducts inspections of the gas pressure levels in gas-burners, devices, as well as normal functioning of other gas equipment;
• gas burning efficiency check of gas devices.

There are also other services available for a fee.

NOTICE:

Currently on contract basis:

• There are 47 units of municipal enterprises in eight districts of Moscow serviced,
• There are 1891 individual persons’ residential constructions in a private sector in seven districts of Moscow are serviced. 

 

Information for Suppliers

In pursuance of Mr. Luzhkov’s , the Mayor of Moscow city, and the Fuel and Energy Department of Moscow commissions, SUE “MOSGAZ” informs you that:

• According to the Moscow Government Decree on “Government order placing through open electronic auctions” # 901-РП as of 13^th of May, 2010, the government customers in Moscow city starting June 1^st, 2010 should place the orders, included into the goods and services list, as well as supply orders through auction, as approved by the Russian Federation Government Decree No 236-p;
• Open interactive auctions will be conducted on Russian Common Trade Platform of Moscow, provided by Common Electronic Trade Platform” Public Corporation (URL: www.roseltorg.ru);
• All required information on auction participation, accreditation, electronic signature certificate, etc. is available on the “Common Electronic Trade Platform” JSC website — www.roseltorg.ru.

Goods delivery order placement, as well as services rendering are conducted by SUE “MOSGAZ” in accordance with the Moscow Government Decree No 1019-ПП as of 22.09.2009 on “Contract conclusion by the State Unitary Enterprises of Moscow on rendering of services, products supply on a sum, exceeding RUB 1 million”. As for cases, provided for by the current legislation, the order placement is carried out in compliance with the Federal Law # 94 – Ф3 as of 21.07.2005 “On placement of supply orders, rendering of services and performance of works for governmental and municipal needs”
